Background

In 2008 the developer of Timber Creek Estates informed the Timber Creek Estates Home Owners Association of their intent to turn over the operations of the existing water company to the HOA.  After several months of assessing various options the HOA began the process of establishing a water district.  The advantages of a water district were numerous and in November 2009 the district was approved in a special election.  The Timber Creek Water District was established and a board of five elected members was created. They started holding monthly board meetings to develop a strategic plan and financial budget to serve the district water users. 

The number of homeowners that assisted the board through the assessment process and later with the strategic planning was truly remarkable and very much appreciated.  It was quickly determined that in the best interest of the homeowners that the water district should own all of its water rights.  In December 2010 we acquired water rights that were previously leased.  This did two things.  First is secured ownership of the water rights needed for the complete build-out of the district.  Secondly, it eliminated the substantial annual lease costs.

In 2010 the TCWD Board accomplished many things:

  1. As an established district, TCWD was authorized to issue bonds to fund the district’s needs and assess property taxes to repay the bonds over a 10 year period
  2. TCWD Rules & Regulations were established
  3. A Water District Manager was hired
  4. Water System improvements were made resulting in reduced energy consumption and higher reliability
  5. An accounting firm was hired and established accounting procedures, budgets, and reserve objectives
  6. The District Manger identified and installed systems to resolve pre-existing freezing problems with several homes
  7. The District Manager replaced and secured fire hydrants
  8. TCWD purchased leased water rights

The Timber Creek Water District continues to work towards ensuring reliable and safe water to its customers.
